Question Number: 25531Law 12 - Fouls and Misconduct 9/30/2011RE: Rec/ Comp Laura of McKinney, TX USA asks...This question is a follow up to question 24831 Ball is thrown towards own goal, goalie handles briefly to prevent goal, but ball goes over goal line. What is the correct restart and why?? Answer provided by Referee Joe McHugh Hi Laura A goalkeeper may not touch the ball with her hands when it is thrown to her by a team mate. That is an offence punished by an IDFK. However the referee can and should play advantage on this and as the ball enters the goal the referee awards a goal and the restart is a kick off. If the ball is thrown by an opponent there is no offence and the goal is also awarded. I might add that had the GK been aware of the Law she would have known that a goal cannot be scored directly from a throw in. If the GK allows the ball to enter the goal directly without touching anyone it is either a corner kick or a goal kick depending on who threw the ball in.

View Referee Joe McHugh profileAnswer provided by Referee Keith Contarino I assume the ball went over the goal line and into the net? Unless the referee foolishly blew the whistle and stopped play, the referee would play advantage and award a goal. The correct restart is a kick off. If the referee stopped play the restart is an indirect free kick from the spot the keeper handled the ball unless it was inside his goal area in which case the kick would be from the outward goal area boundary line. If the ball went over the goal line and did not score either restart with IDFK where keeper handled ball or, if for some reason the referee believed a corner kick to be more advantageous, restart with a corner kick

The referee should allow advantage and not stop play because of the foul by the the keeper in touching a ball directly from a throw-in. The keeper's touch, however, is a touch by 'another player' that permits a goal to be scored after a throw-in.
