Question Number: 25755Kicks From The Penalty mark 11/18/2011RE: Adult Mansoor of Dubai, Dubai UAE asks...In a 7 a side football tourney, our game went to penalty shootout. After 03 regular shoots, score remained goalless. In sudden-death our opponent missed his shot. The run-up to the penalty spot was restricted by a line and a linesman monitored the line. Our penalty taker takes his shot and scores and is deemed goal by referee. But linesman later claims after the shot is taken, that the striker took his run-up beyond the restricted line. Our striker was forced to take the shot again, missed it and we lost later. Shouldn't the linesman have checked before the shot was taken, rather wait till goal was scored. My analogy is that in normal shootouts, referee first checks if the ball is in the right spot and then gives the go ahead to take the kick. Not that after the goal is scored that he says the ball was not put in the right spot. Answer provided by Referee Dennis Wickham The general procedure with respect to kicks is to allow the kick to proceed, despite an infringement by the kicking team after the whistle. If the kick misses, the infringement is ignored. If the kick results in a goal, the kick is retaken.

The referee then deals with an infringements after the outcome of the kick. If a goal is scored the kick is retaken. If a goal is not scored the infringement is ignored.

View Referee Joe McHugh profileAnswer provided by Referee Keith Contarino The Laws Of The Game tell us that during penalty kicks and kicks from the penalty mark that once the referee whistles for the kick to commence, he allows the kick to be taken even if their is an infringement. If the infringement is by the kicker or one of his team, if the kick scores it must be retaken. That is what happened at your game. In kicks from the penalty mark, if the kick does not score the infringement is ignored.
