Question Number: 25766League Specific 11/22/2011RE: Intermediate Under 12 Phil of Tarzana, CA United States asks...This question is a follow up to question 25755 What does it mean that a run up is restricted by a line? I thought that during a shootout, you just had to place the ball correctly. Thanks in advance,
Phil Answer provided by Referee Gary Voshol It was a small-sided game, so there may have been a few unorthodox rules. You are correct, there is no restriction on where the kicker starts his run for a penalty kick (except to not wasting time doing it).

This refers to a local rule. I know some indoor leagues that only allow the player to stand beside the ball with no run up. The penalty spot is not 12 yards either so its a way of trying to give the GK a sporting chance of a save
