Question Number: 26065

Law 16 - Goal Kick 3/13/2012

RE: Rec, Select, NFHS High School

Joe Griego of Bishop, CA USA asks...

This question is a follow up to question 26030

Regarding the goal kick which leaves the penalty area, but is blown back toward goal, never having touched another player scenario -

If we assume the person who took the goal kick DOES touch the ball prior to it entering the goal, would the restart then be an indirect free kick, taken at the location of the second touch violation? (If second touch was made inside the goal area, then ball moved parallel to edge of goal area, nearest the location of the infringement, parallel to goal line.)

Thanks.

Answer provided by Referee Joe McHugh

Hi Joe
Yes for a double touch violation of the ball when it is in play the restart is an IDFK from where the offence took place. Inside the goal area the IDFK must be taken on the goal area line parallel to the goal line at the point nearest to where the infringement occurred.
By the way for referees outside the US advantage can be played.

Yes. That is true for NFHS also.

In the US, advantage may be played only for violations of Law 12 so we cannot allow a goal if there is a double touch violation of Law 16 even if the ball ends up in the goal.

Answer provided by Referee Jason Wright

I believe that the US requires advantage to only apply on Law 12 offences. Other countries leave this up for debate, so for those interested in this question for a non-NFHS game, I would argue that advantage would apply here, therefore if it goes in the goal then it would be a valid goal.
