When a corner kick is placed, how much of the ball must be in the arc? Can the ball be placed outside the arc such that only the edge of the ball is over the outer part of the arc?

In means some portion of the ball overlaps some portion of the line. It's just like when we determine if a ball has crossed the touchline or not - if some portion of the ball eclipses some portion of the line, the ball is still in play.

Hi Pat
Part of the ball must be touching part of the line for it to be deemed inside the arc.
Many players place the ball so that it is still breaking the plane of the line which is acceptable.
