Question Number: 28030Kicks From The Penalty mark 11/25/2013RE: Adult Ana Moreno of chualar, California UNITED states asks...This question is a follow up to question 1469 can a goalie be changed before a penalty shootout Answer provided by Referee Jason Wright Hi Ana, The players that are on the field at the end of the final period of extra time are the players that must participate in Kicks From The Penalty Mark. The keeper must be one of these 11 players. Before - and even during - the kicks the keeper can change with one of these players. The keeper can only change with a named substitute if the keeper becomes injured during the Kicks, and only if the team has not used all their substitutes.

View Referee Jason Wright profileAnswer provided by Referee Joe McHugh Hi Ana Any player on the field of play can change positions with the goalkeeper at any time provided it is done at a stoppage in play and with the permission of the referee. So it is possible for a change to be made at Kicks from the Penalty Mark. It is rare though in adult soccer but it does happen quite a bit at underage when there is no recognised goalkeeper. A coach can change the goalkeeper to perhaps a more mobile, larger player who is capable of better shot stopping. That is allowed in the Laws. Also if the goalkeeper becomes injured during KFTPM it is possible to use a substitute goalkeeper provided the team has not used up its quota of substitutes during the game. It is the one exception that a substitution can happen after the game has ended and it is very rare.
