Question Number: 28094Kicks From The Penalty mark 1/5/2014RE: junior football league Under 12 Alan Fish of Lancashire, UK asks...Can you swap goalkeeper for an outfield player after the final whistle to face a penalty shoot out? Tactical, not for injury. Answer provided by Referee Dennis Wickham Yes. Any of the 11 who were players in the match at the final whistle may participate in the kicks phase, and any of them may serve as goalkeeper. In addition, if the goal keeper is injured during the kicks phase, the keeper may be replaced by an eligible substitute.

View Referee Gary Voshol profileAnswer provided by Referee Joe McHugh Hi Alan A team can assign the goalkeeping duties to any player on the field of play at any time provided it is done at a stoppage in play and with the referee's permission. This happens sometimes at underage where a manager decides to put into goal a better shot stopper who has played outfield during the game. Generally the goalkeeper is not swapped as it's a specialist role, unless there is injury to the goalkeeper or he has been sent off. The Laws allow for a injured goalkeeper to be replaced by a goalkeeper during Kick from the Penalty Mark provided a team has not used all its quota of substitutions.
