Question Number: 28134Kicks From The Penalty mark 1/23/2014RE: Rec Under 19 Peter of Stockton, CA USA asks...This question is a follow up to question 28094 Hi Is it allowed to change keeper (not for injury) with another player who was on the field of play during a penalty shoot out. So, for example, we go into penalty shots and after two shots I decide that another keeper may do a better job. Not something that I would recommend but a player on my team asked me and I did not have a definitive answer, but I assume yes Answer provided by Referee Jason Wright Hi Peter, During Kicks From The Penalty Mark the keeper may change with another on-field player at any time. There is no problem with what you've suggested.

View Referee Jason Wright profileAnswer provided by Referee Dennis Wickham Yes. Under TLOG, any of those eligible to take the kick may serve as the keeper. The exchange of keepers may occur before each kick. In theory, five different keepers could be used for each of the first five kicks. (Why anyone would think this is a good tactic is a different issue.) Note: the only time a substitute can replace a keeper during kicks from the penalty mark is when the keeper is injured.

View Referee Dennis Wickham profileAnswer provided by Referee Joe McHugh Hi Peter A goalkeeper can be changed at any time as long as it is at a stoppage in play and the referee is informed. There is no requirement for the change to happen because of injury. It can also happen during Kicks from the Penalty Mark. Also the Laws allow for the goalkeeper to be substituted in the case of injury during KFTPM provided the team has not used all its quota of substitutions. That single exception of a substitution after the final whistle does not apply to outfield players.
