Question Number: 30880Law 12 - Fouls and Misconduct 10/10/2016RE: Professional Haji Hussain Jan of Muscat, Muscat Oman asks...A defender hanging by his arms from the crossbar of his own goal-heads the ball to prevent entering the goal. Why Caution. Isn't it a DOGSO? Answer provided by Referee Joe McHugh Hi Who has suggested a caution for this? As described this action has denied an obvious goal and as it is an offence punished by an indirect free kick the player must be dismissed. It is not a caution as the restart is not a penalty kick nor a genuine attempt to play the ball.

View Referee Peter Grove profileAnswer provided by Referee Richard Dawson Hi Haji, The old FIFA Q@A actually stated this was a cautionable offence rather than a send off ONLY if the keeper was using his hands illegally to hoist himself to do a header (which is not illegal)and the LOTG prevented a keeper from being sent off for the illegal use of hands since he was entitled to use them to play the ball inside his own PA. This does NOT a[ply to the other 10 defenders The recent upgrade of the LOTG have attacked the unfair aspect of certain actions NOT being punished enough with only indfks or drop balls it is not irresponsible to conclude that forms of USB that are punished by a free kick could be used to send off rather just caution. . cheers
