i am confused on this because the japanese futsal rule book 2016/17 says this is a direct freekick.has the law changed?

Now since IFAB has split from FIFA I am unsure who is the international governing law body for FUTSAL. IFAB does not have any information on Futsal and many appear to be using the former Laws. The FIFA Futsal World Cup in Sept 2016 was played under the former Laws?
I have not seen any official updated global Laws yet and if Japan is ahead of the curve and it says direct free kick then that is what it is.
