Enno Everding of Guadalajara, Jalisco Mexico asks...

A player of the red team shoots on the goal. The goalkeeper of the blue team stops the ball with his foot and dribbles for about one minute. Then he picks up the ball with his hands for a punt. The referee can give a free kick for wasting time?

This is perfectly legal. Until the keeper controls the ball with his hands he is fair game to be challenged for possession by the opponents. He, therefore, cannot be wasting time, since the ball is still in active play. Once he picks up the ball, however, he only has 5-6 seconds to put it back in play.

Time wasting can only be called against the goalkeeper when he has had posession of the ball for more than 5-6 seconds. Posession is considered to be with the hands, not with the feet. Therefore, he may dribble the ball all day long if no one challenges him for the ball. Once he picks it up, he has only 5-6 seconds to get rid of it.
