Kicks From The Penalty mark 10/1/2006

Michael of Sterling Heights, MI United States asks...

I was wondering how to handle a certain situation. If a game ends in a tie (the final whistle has blown) after the two 15 minute extra time periods and both teams still have 11 players on the field, what happens if a player on the field states that (s)he is injured and can not participate in the KFTPM? We can not reduce to equate since there was no send off, nor can we sub that player since they are not a goalkeeper. Could that player become a GK and therefor able to be subbed?

You reduce to equate. because one side has less than the other. Before kicks from the mark begin the referee shall ensure only an equal number of players remain within the center circle and they shall take the kicks.

You must reduce to equate. This is not based on send offs, it's based purely on how many players are on each team. If one team had 11 players and another had shown up with 9 players, and played all the way through to KFTPM, then the other team (the one with the 11) must reduce to 9.

You still must reduce to equate. Kicks haven't started yet and each team must start with same number of players.

30 July 2007. Following discussions at the highest levels of US Soccer it has been determined by Alfred Kleinaitis, Manager of Referee Development and Education, the fact a player has been injured during a competition and is unable to carry on during kicks from the penalty mark does not enter into reduce to equate. The injured player may leave the field so his injury may be tended to but the kicks from the mark will proceed with an unequal number of players. Ed.
