Question Number: 14313

Law 12 - Fouls and Misconduct 10/29/2006

RE: Rec/Comp Under 13

Robert Hughes of Knob Noster, Mo USA asks...

This question is a follow up to question 14033

The referree stopped play due to two opposing players leaning hard on each other and then falling to the ground. Referree called for a drop ball and due to the drop position I instructed my striker to take the drop. Referree would not allow this saying only the players involved in the infraction could restart play. Is this correct?

Answer provided by Referee Chuck Fleischer

Robert, the referee is confused in who may be present at a dropped ball. The Laws of the Game specify only that the ball be dropped where it was when play stopped, subject to the special circumstances of Law 8. A dropped ball is correct if two players commit fouls at the same instant, something near impossible.

Regards,

Answer provided by Referee Keith Contarino

The Law doesn't require ANYONE to participate at a dropped ball much less 2 specific players. FIFA amd US Soccer frown on referees that cannot decide who committed a foul to resort to a dropped ball but you woud think a referee doing this would at least get the drop correct.

Referee is wrong. Any player may participate in a drop ball.
