A goal is awarded. Just before it is going to be kicked the offensive player who is about to kick the ball pick up the ball and move it quickly to the other side of tthe goal box and kicks it to surprise the other team. is it legal

No this isn't legal. If a goal is awarded the restart of play is a kick off and the ball must be on the center mark. ..Regards,

If you mean after a goal KICK is awarded, the answer is still no. Once the ball is placed on the ground it stays there. There is no reason other than to waste time to move the ball. The proactive referee will simply blow the whistle and tell the player to put the ball back at the original spot. This tactic is tried at lower levels of play because coaches of young kids have the mistaken belief they can fool the opponents by moving the ball. Having seen this tactic allowed many times, it fools no one as the opponents simply move with the player taking the goal kick.
